What is an EU Responsible Person?

A natural or legal person established in the EU who ensures that each covered cosmetic product meets the relevant obligations of Regulation (EC) No 1223/2009.

  • Compliance oversightEnsures the covered products meet applicable cosmetic requirements.
  • Accessible product recordsMakes the PIF available to competent authorities at the address indicated on the label.
  • Authority contact and follow-upCooperates with authorities and takes appropriate corrective measures, including withdrawal or recall where required.
  • Identification on the labelThe RP name or registered name and address must appear on the container and packaging.

RP appointment is not a postal-address service. Coverage requires document review, an agreed product scope and written appointment. The legal duties are not limited by the commercial package.

Scope, price and timing

Preparation, testing and product changes are separate. Coverage begins only after acceptance and a signed appointment.

Timing is confirmed after reviewing the formula, supporting evidence and requested markets. Missing documents or tests affect the schedule.
